DIN-rail mounting and a wide-range DC input with reverse-polarity and surge protection are the baseline. A cabinet is electrically noisy, so EMC filtering and proper earthing matter as much as the rail clip.
02Storage and uptime
Swap the SD card for soldered eMMC, run a read-only root filesystem, and enable the hardware watchdog so a hung process reboots cleanly. These three changes remove the failure modes that give consumer Pis a bad industrial reputation.

You can, but you'll keep the SD-card wear, the lack of isolation and the narrow temperature range. The enclosure is necessary but not sufficient — the components inside have to be industrial too.
